DIR 3 KYC
Does DIR 3 kyc have to be filed only by those directors who have failed to file it earlier or does it need to be filed by each and every directors including those who have filed it earlier, before 30th April?

Yes, for financial year 2019-20 every director who has been alloted DIN as on or before the financial year is required to file DIR-3KYC with the ROC as on before 30th april of the next immediate financial year.
