I am a migrated trader who opted for composition but denied due to the technical fault on August 16. Now I can opt from October 01. what about July to September? Shall I file GST R3B for July. Is there a chance govt might change date from October 01 to July 01 for us who were victims of technical fault on August 16.

Yes. You ll be file GSTR 3B, 1, 2 and 3. At the time of convert regular into Composition Scheme. So, please file your return for the above said periods...
Whatever Mr Raja suggested is the only course left to you. But have ever contacted proper officer or higher authorities in this matter for the undue hardship faced by you for no fault of yours.
