Can we create charge twice on the same property ?

Yes. This is very much possible.
After creating first charge on the property you can create second change on the same property.
As far as priority of charg is concerned --- The charge first registered with ROC through filing of form 8 will get priority over the other charge.
Revert if there is any doubt.
