if i apply for change in pan in that case can I file income tax return while processing of Pan?

yes you can. Your PAN remain active regardless of PAN change application status.
Thank you sir for your reply,then while sign up in income tax portal which name should I use i.e. Before change or after?
till the application is processed, you will have to go by the name as it exists in the records.
