Chairman is count in quorum of board. If yes how he vote in meeting other than casting vote.

The term Chairman is not defined under the Companies Act, 2013 (Act).chairman is appointed to maintain the proceedings of meeting.the chairman can not be counted for quorum because if quorum is not present ,meeting can not begin.unless and until meeting begins resolution can not be proposed.
