Are maintenance charges in respect of plot of land paid to land developer ,eligible for indexation benefit as cost of improvement while calculating capital gain on sale of plot? please suggest

Cost of Improvement includes the cost incurred to enhance the benefit drwan from the property.
If the maintenance charges in your opinion enhances the benefits then it can be capitalised otherwise not.
