what is CAM ?
CAM stands for Common Area Maintenance.
only builder will charge GST for maintanace bill
gst is applicable at 18 %

Then what about the exemption limit of Rs 5000.00 pm
don't worry about this the builder is registered he only charge GST whether 1 or 5000 you have to pay

yes in Jaitley speech yesterday to media he announced that RCM is suspended till 31 mar 2018 and in your case RCM will never apply because you are unregistered and your supplier is registered
