Refund of ay 2012-13 adjusted against demand of ay 2011-12

21 February 2013 I filed my return for AY 2011-12 in due time for Rs.700000 under the head salary.This include arrears for FY 2009-10 Rs.150000 which was stipend of earlier years, no relief U/s 89 was claimed.On 19-0-2013 I received an notice from IT that my refund of Rs.11000 for FY 2012-13 demand of Rs.26000 for AY 2011-12 has been adjusted and remaing demand is still due. I want to know :-

1) Whether i am eligible for relief U/s 89?
2) If yes, what is the procedure for same?
3) Any other remedy available?

Pls. help.

Stipend arrears are received only on completion of training.On 19-01-2013 I received an notice from IT that refund of Rs.11000 for FY 2012-13 has been adjusted against demand of Rs.26000 for AY 2011-12.Remaining demand is still due. I want to know :-

1) Whether i am eligible for relief U/s 89?
2) If yes, what is the procedure for same?
3) Any other remedy available?
