No GST on UPI Transactions Above Rs 2000, Confirms Finance Ministry in Rajya Sabha

The Ministry of Finance has clarified that the Government of India is not considering any proposal to levy GST on UPI transactions above Rs 2,000, quelling recent speculation over potential taxation of digital payments.

In a written response to an Unstarred Question (No. 240) raised by Shri Anil Kumar Yadav Mandadi in the Rajya Sabha on July 22, 2025, Minister of State for Finance Shri Pankaj Chaudhary stated that there has been no such recommendation from the GST Council.

No GST Council Recommendation on UPI Charges

The Minister clarified that any decision regarding GST rates or exemptions is taken on the basis of recommendations made by the GST Council, which includes members from both the Centre and States/Union Territories.

"There is no such recommendation from the GST Council," the reply stated clearly, dismissing rumours of impending levies on digital transactions.

Public Concerns Noted but No Formal Proposals Received

The response also addressed whether the government had received public representations opposing such a move. While the reply did not provide specific details, it emphasized that no formal proposal is under consideration, and hence no decision is pending.

Digital Economy Push Remains a Priority

The clarification comes amid ongoing efforts by the government to promote digital transactions, including UPI, as part of India's financial inclusion and digital economy roadmap. Any imposition of GST on UPI payments-especially on small-value transactions-was feared to deter users and impact the growing fintech ecosystem.

Experts and fintech stakeholders had earlier voiced concern over such speculation, warning that any taxation on UPI could burden the common man and reduce the pace of digitization in the financial sector.

Relief for Users and Industry

With this official clarification, both consumers and industry players can breathe a sigh of relief. No GST will be applied on UPI transactions, regardless of value, unless and until the GST Council recommends such a measure in the future.

The response reiterates the government's commitment to maintaining zero charges on UPI for users, in line with its broader agenda of boosting digital payments and reducing reliance on cash.
