The National Council of Educational Research and Training (NCERT) has introduced personal income tax as part of the Class 9 curriculum, giving students an early introduction to taxation, financial planning and responsible money management.
The new chapter, "Managing Your Personal Finances," appears in Understanding Society India and Beyond - Part 2. It explains the basics of personal finance while introducing students to the new tax regime, income-tax slabs and the importance of timely and honest tax compliance.

NCERT Introduces Tax Basics to Class 9 Students
The chapter introduces students to the concept of income tax and explains how tax liability is calculated under the newer tax regime, which is based on different income slabs and offers lower tax rates with fewer exemptions and deductions compared with the old regime.
Rather than treating taxation purely as a technical subject, the chapter connects it with civic responsibility and nation-building. Students are told that paying taxes "honestly and on time" is an important responsibility of every citizen.
NCERT chief Dinesh Prasad Saklani has highlighted that the objective goes beyond simply teaching students how taxes work. The chapter is intended to help them understand how tax payments contribute to the country's broader economic development and national growth.
Budgeting and Saving Also Part of the New Chapter
The personal finance chapter takes a broader approach by introducing students to everyday financial decisions.
Students are expected to learn how to:
- Prepare and manage a personal budget
- Distinguish between essential and discretionary expenses
- Develop the habit of saving
- Understand basic investment choices
- Make informed financial decisions
- Understand the role of taxation in the economy
The inclusion of budgeting and saving at the school level reflects the growing emphasis on financial literacy among young people.
Students to Learn About FD, Stocks and Mutual Funds
The chapter also introduces students to different investment avenues. These include fixed deposits, stocks and mutual funds, helping students understand that savings can be managed and invested through different financial instruments.
The objective is not merely to familiarise students with investment terminology but to build an understanding of how people can plan their finances, assess options and make decisions based on their financial goals and circumstances.
Why the Tax Chapter Matters
The inclusion of personal income tax in the Class 9 curriculum comes at a time when financial literacy, digital payments, taxation and formal financial participation are becoming increasingly relevant in everyday life.
For students, an early understanding of concepts such as income, expenses, savings, investments and taxes can provide a foundation for making informed financial decisions later in life.
The chapter also introduces an important civic dimension: taxation is presented not only as a financial obligation but also as part of a citizen's contribution to national development.
A Practical Approach to Financial Literacy
With Managing Your Personal Finances, NCERT appears to be taking a more practical approach to financial education by connecting classroom learning with situations students and their families encounter in real life.
From preparing a budget and building savings to understanding income-tax slabs and exploring investment avenues, the chapter brings several fundamental financial concepts into the school curriculum.
For India's future taxpayers and investors, the move could help make basic financial and tax literacy a part of education much earlier than before.
