The Institute of Chartered Accountants of India (ICAI) has announced the empanelment of members to act as observers for the upcoming Chartered Accountants Examinations scheduled for September 2025. This critical responsibility involves ensuring the smooth and secure conduct of exams across hundreds of centres in India and abroad.
Exam Schedule
- Final & Intermediate Exams: September 3-15, 2025 (excluding September 5)
- Foundation Exams: September 16, 18, 20, and 22, 2025
Key Highlights of the Announcement
Cooling-Off Policy: ICAI has implemented a new policy requiring a one-attempt cooling-off period after three consecutive exam assignments to avoid observer fatigue and maintain impartiality.
Eligibility Criteria:
- Must be a member of ICAI as of March 1, 2023, and below 65 years of age as of July 14, 2025.
- No relatives or dependents should appear in the September 2025 exams.
- Should not be associated with exam coaching activities or have any disciplinary proceedings pending.
- Cannot be part of ICAI's elected or co-opted councils or committees.
Honorarium:
- Rs 3,750 per day/session.
- Conveyance allowance: Rs 500 for 'A' class cities and Rs 400 for other cities per day.
Observer Responsibilities:
- Collect, secure, and distribute question paper packets from banks.
- Stay at the exam centre until answer sheets are packed and dispatched.
- File a daily report and final bill promptly after exams.
Cities Covered:
- Observers will be deployed across a wide range of cities from all regions including major metros like Mumbai, Delhi, Bengaluru, Kolkata, and Chennai, along with tier-2 and tier-3 cities across India.

- Empanelment Window: July 14 to August 3, 2025
- Assignment Details: Tentatively in the last week of August 2025
ICAI's Vigilance Warning
ICAI has issued a strict warning against false declarations and unauthorized absence from assigned duties. Any such instances will attract disciplinary action under the Chartered Accountants Act, 1949.
