Satyender Sharma, a resident of Haryana, was arrested by the DGGI Gurugram Zonal Unit.
He is accused of illegally manufacturing and supplying cigarettes without paying applicable GST and cess, and using international brand names without authorisation.
The total tax evasion is pegged at more than Rs. 129 crore.
Registered brands included 'Nidhi Black', 'Gold queen', and 'E-10'. Illegally manufactured brands included 'Paris', 'Pine', 'Black Djarum', and 'Esse Lights'.
The cigarettes were transported to New Delhi for further supply across India.
Satyender Sharma has been arrested and ordered into judicial custody. Further investigations are currently in progress.
