one of my client have contract based gov. project ...
they purchased someone material ( steel , net,,,,) and make project related tools after that some labour do the project after that get the payment from gov.
how is manage that type of work ???

Did your client purchased the goods for the project?
Did your client employed the Labour contractor in your project?
How did he Invoiced to Govt?
If he purchase the material for the project and he registered his business with GST, yes he has to file GST for the sale & service which he made.
If he employed the Labour contractor for the project, a single payment of Rs 30000 or consolidated payment of Rs 1,00,000/- made to the contractor is subject to TDS
As per your query you fall under the work contract & as per section 51 CGST Act the Govt concern is liable to deduct 2%GST if the contract exceeds 2.5 lac
Sorry its 2% TDS not GST...............
