What is meant by PAN is in Migration status?

Hello Sir / Madam,

I got the PAN when I was in Pune and later I shifted to Hyderabad. After that, I have been filing all my IT returns @ Hyderabad Incometax office only since 4 years. I supposed to get some IT refund for 2009-10 assessment year and I followed up on the same with the concern people and they told me that my tax returns are filed under NIL category and also my PAN needs to be migrated to Hyderabad Income tax office from Pune Income tax office to process my IT refrund further. Then, they placed a migration request for my PAN upon my request. Please clarify the below things for me.

1. Why my IT returns are filed under NIL category with out my knowledge? Also is there really NIL category concept?

2. Is really my PAN needs to be migrated? Is this true?

Once you shift to a different place and fall outside the jurisdiction of a particular assessing Officer, it is incumbent on you to intimate such authority of your movement and state the new authority who is to deal with your returns in the new place. Both of them should have full information. You should also furnish proof of your migrating to a different place. In such situation, the new authority based on your information seek migration of your PAN to his jurisdiction. Only then the system would accept alal values furnished, especially when things are recorded in WAN (Wide Area Net work). Once your Pan gets migrated, the new authority is vested with all rights to access your account for the purpose of finalisation of your assessment as also additional information about you, if any the Information Branch receives from the Annual Information returrn. This is about your investment etc,.m In other words, migration of PAN is mandatory for all purposes.
