urgent -help in interpretation

Dear all,

I am filing one form for EOU star status extension *(ANF 3A),the form requires figures of  current +last three years exports, annexure to the form is CA certificate ,which contains declaration as

" in respect of export of goods shipment can counted in applicants export turnover /performance only if the realisation of export proceeds from overseas is in the applicants bank account ."

Now while calculating this exports, accounts department insisted on authenticated export figures from annual report ,however this is the caclulation on the basis of export booking amount not realised one,booked export generally realised within 60 days after booking  and  , and as per my interpritation it should be bank Account reciept balance for all the years. 

Please help me which amount should I take in to considerartion for filing the form .Bank A/c export  bal or annual report export figures I must considered ? pls find attached form for your clarification
