Uploading etds in 26as

Friends,

I would like to know the details on uploading e-tds

I am working in the office fully owned by Govt of India. I came to know that my office is entrusting a private agency for uploading e-tds return in 26AS statement of NSDL for all employees working in my office. This has come to my notice when my etds for 2008-09 was not uploaded in 26AS till now by this private agency. Due to this problem my refund for this year was adjusted against the (interest portion only)of demand for the year 2008 by CPC (efiling). So my doubt is whether  a government dept can entrust the task of uploading e-tds in 26AS to a private Agency.
