Lokesh, you can not file until you get clear approval of MGT-14.
As I see, you are from Guwahati, let me tell you, the RoC Shillong is having too much work-loads and some technical issues for which most of the MGT-14 are pending for approval for more than 20 days.
Wait for the approval of MGT-14.
