tds liability on payment made to Indian Medical Association

Hi everybody.

I want to know whether Tax need to be deducted u/s 194C  on payments made by a Propreitor (44AB audit applicable) to Indian Medical Association goes eco friendly. The unit is providing service of disposing waste in the premise of the propreitor. Whether there is any specific notification providing any exemption?
