Respected Sir/Madam,
We are attempting to file Form 26A for relief from the consequences of non-deduction of TDS under the first proviso to Section 201(1) of the Income-tax Act, 1961, for Financial Year 2025-26. As per the prescribed process, this requires first raising a “Request for 26A/27BA” on the TRACES portal. We are unable to proceed due to a recurring technical error on the portal itself, and are writing to request its urgent resolution.
Details of the issue
On navigating to Statements/Payments → Request for 26A/27BA → Short and/or Non-Deduction/Collection Transactions Request, and selecting Financial Year 2025-26, Form Type “24Q & 26Q”, and Transaction Type “Non Deduction”, clicking the “Proceed” button immediately displays the following two error messages on the page itself, before any Digital Signature Certificate (DSC) signing window is invoked:
• “System has encountered some technical problem. Please try after some time.”
• “Your DSC is not registered at TRACES. Kindly register your DSC at TRACES and then place request for Non deduction/collection transactions.”

Hi Nitish,
The secondary error regarding DSC registration is actually the trigger for the generic technical problem error on TRACES.
To resolve this:

Re-register DSC: Go to your TRACES Deductor login $\rightarrow$ Profile $\rightarrow$ Register/Re-register DSC. Re-bind the Authorized Signatory's DSC token to the profile.

Run emSigner as Admin: Close emSigner from the taskbar, right-click the emSigner for TRACES icon, and select Run as Administrator.

Bypass Local Port Block: In Chrome/Edge, open a new tab and go to
[https://127.0.0.1:1585](https://127.0.0.1:1585)(orhttps://localhost:8080). Click "Advanced" $\rightarrow$ "Proceed to 127.0.0.1 (unsafe)" to allow the local signing bridge. -
Try Incognito: Clear browser cache, log in via Incognito mode, and retry the request.
Once the DSC registration is validated on the profile, the 26A/27BA request window will proceed to the signing screen without throwing the system error.
