Is it possible to make supply of goods to a consumer outside the state from a composition dealer ?

I m from Kerala, working in Delhi, when I come back to Kerala made purchase of dress for family from a composition dealer in Delhi. Here you says I can't make such transaction. Then what is the benefit to consumers in GST that he can make purchase from any where in India..?

If a consumer ll be purchased the goods from directly in any state the supplier made invoice as local sales. If include CGST & SGST....

A composition dealer can't issue invoice with CGST & SGST. Then what happens for the above..?

Yes. Composition dealer ll be issue Bill of Supply.

Composite dealer may purchase from outside states but not supply to outside states

He is purchase on Delhi from composition Dealer. It's available for place of Supply....
