i have registered my self in CS Executive programme during the august 2010 and not appeared in june 2011 my question is that i am eligible for SIP Programme which is going to conduct by WIRC on 25/07/2011

Yes ur eligible no restriction to stop u from doing SIP.
You may attend SIP since the same should be attended while doing EXECUTIVE...no matter u have given any attempt for exam or not..
