some are saying those who are doing Commercial activity for profit making...Such entity should get registered under Shops and Establishment
For every establishment, who are not registered under any other category like factories act etc. are required to get registered under the act. Though some states have modified the act, and given some exemption upto 10/20 employees etc. So, check your state act.
