Sales commission is liable to service tax under Business auxiliary Service(BAS). SSI exemption is available to BAS. Please elaborate ur question.

Generally, service tax is liable to be paid by Service Provider. As per rule 2(1)d, Service Receiver is liable to pay service tax on sales commision & Business Auxillary Services.
