It would be covered under Import of services and u hv to pay service tax on that.if u are also paying R&D Cess then u can claim credit for that..

Credit of R&D Cess while paying Service Tax. in case of import u have to pay without utilising CENVAT. after payment of Service Tax if Imported Services are utilised in providing Taxable services, then u can take credit of Service Tax paid on Import of Services
