If someone wants to transfer money say $5,000 to India via e-transfer.
Will it be chargeable to tax in India although tax has been paid on it in US?

Yes you can transfer fund to NRE A/c and that will be tax free. No tax will be deducted on it while transferring fund to NRE A/c.
