Roll out of gst from 1st july

As most of the factors such as 90:10 powers of states and centarl Govts

 on small traders <1.5 crore T.O,migration,procedural compliance, software progammes,amendments in SEZ,100% EOU,Foregin trade ,Agriculture,Exemptions,classification of products ,training of Govt officials,awareness in traders etc remain unsettled will it be possible to roll out by 1st July ?
