Reverse charges on frieght

intra-state purchase by a registered dealer accompanied by a bilty of a unregistered GTA  of Rs. 1500/-

is it covered under RCM....??

or it is exempt via notification no. 8/2017 of GST act of thrashold limit of  rs.5000/day   ???

Do i need to raise RCM purchase invoice in both the cases...????

Also if in case tax is payable then that amount is eligible for ITC or not....????
