yes,

For specified inout services / goods & 

Inward supply from unregistered dealer RCM is aplicable

Is it a new provision since in service tax, RCM was not applicable on Registered societies for receipt of services

rcm is applicable every ragistared persion if purchase amount is above 5000/-
