Unregisreted purchasing goods/services from Unregistered. Is reverse charge applicable ?

How to and who will report? Both unregistered.......
if both are unregistered then no problem. you continue do your business, but you registered then reverse charge mechanism applicable
This is what I want to know. Do the unregistered recipent have to get registration just to pay RC. Pl. Note that RC is payable without considering threshhold limit of 20/10.
Example : In the P&L of an URD , there is an expense of Rs. 15000 , regarding fee paid to advocate . Should URD get himself registered to pay Reverse Charge on Advocates Fee , even if his i.e. URD's turnover is less than 20/10. Pl. guide.
