Retired teacher died on march 2017, but tds was deducted by his employer, so now how to file return, and get the excess refund were received, please clarify in this , whwther his wife may file return as representative asessee

Yes, wife of deceased person.... or any other representative can file his return, but for that he/she has to get registered as 'legal heir' on e-filing sire.
