Royalty payment to UK

I'm paying a sum of amount as a royalty to UK based company and If I wanted to deduct tds at 10.92% and not at 20 % do I need to file form 10f. Is it viable things to do what can I do in this situation please suggest.

The old 10.92% domestic TDS rate on royalties no longer exists; the current domestic rate is 21.84% (20% base rate plus cess/surcharge). To get a lower rate, you must apply the India-UK DTAA rate (typically 15% or 10%). To do this, filing Form 10F electronically is mandatory, and the UK entity must provide a Tax Residency Certificate (TRC) from HMRC and an Indian PAN. If they cannot provide these documents, you must deduct tax at the higher domestic rate of ~21.84%.

Can we file form 10f or only they have to file it
