You have 3 option here to reset your password:

1. With your DSC; or

2. With the Secret Question (if you remember the answer) ; or

3. With New Email Id and Phone number (any new phone number and Email id) BUT in this case when your apply for reset of password then one confirmation is send to the old email id and phone number and if they (the old email id holder) did not raise concern ONLY then you could proceed with your creation of new password. It generally takes around 24 hour to chane the password through this method. Rest above 2 methods change the password instantly.

Here is the path:-

Incometaxindiaefiling.gov.in-->Forgot Password--> fill the PAN & Captcha--> Then Choose 3rd Option (i.e. USING E-FILING OTP) --> Select New Email Id and mobile number and then Provide any new email Id and mobile number.
