How much time does it normally take to sanction IT refund by dept.?

Thank you Mr. Samir and CA Rashmi I would also like I know that what action can an assessee take if refund is long due?
Generally it will take 15days from when the ITR is recieved to IT Dept.
Actually in current case refund of earlier AY is also pending that's why I wanted to know anything we could do?
