If tax deductor has not considered rebate under 89(1), can the individual claim the rebate in ITR Filing

Yes, Relief u/s 89(1) on Salary arrears can be claimed, even if the tax deductor has not considered the same.
yes.but before filing it return you should file Form no 10 E
