if the expenses paid to unregistered dealer includes reimbursement expenses,what is the rcm applicability

Its not cleared.....
expenses incurred 6000 which includes 4000 reimbursment expenses is paid urd person.so rcm is applicable or not
Reimbursement allowed only employees. Not to other people.
