As mentioned RCM should be borne if the opposite party is not registered under gst
So my question is why general public who are not registered under are required to pay gst on goods and services sold to them

RCM applicable on purchase not sale.....
General public need not pay RCM. RCM applicable only if you are a Regd person and buy goods/services from an in registered person. If transaction happens between TWO unregistered person NO RCM apply
