i got one freight bill in that bill they mentioned "tax amount subject to reverse charge is NIL" is it possible?

he is saying uske liye tax t on freight nil hai Lekin receipient Ko RCM lag Sakta hai ya nahi sec 9(4)
if amount above 5000 then @ 5%will be borne by you
otherwise not simple
