RCM is put on hold till 30th June so after 30th June notification on RCM may come.
No RCM for supply from URD..... u/s. 9(4) of CGST........ till 30.06.2018...... unless it is extended further.......

As per section 10(2) of CGST Act : cannot supply services
Sec 10(2)a says that "he is not engaged in the supply of services other than supplies referred to in clause [b] of paragraph 6 of SCHEDULE II;"
