In the reacent Govt has not prescribed to whom RCM liability is not applicable. we are waiting for the official notification on that for more clarity.
Today govt. has issued notification no.38 of CGST ( rate ). As per that RCM is not applicable on all URD purchases from today onwards upto 31.03.2018
