can u pls tell me that it is not a interstate trade,can i form H to a local dealer of my State

But I think you can use Form D2 in case the dealer you are puchasing is from the same state

But cant the above purchase be regarded as penultimate sale as it is the earlier purchase before the export for the export

yes it is penultimate sale. We use Form D-2 for such purchase in Haryana. No VAT is charged on such sale. So you can purchase against D-2 form

In my view form H is required under CST for penutimate sell,can u pls elaborate when form D-2 is required

yes just like H form is required for interstate purchase of goods to be exported, D-2 is required for local purchase of goods to be exported.

But D-2 form is not CST form its VAT form, so there may be some other form that is used in different states. In HR VAT D-2 is used.

Can u pls tell me that can a exporter issue form D2 to a local party forpenultimate sale,what ever i hav read it is for the exporter & importer
