Why same company share has different value when listed on two different exchanges ie NSE and BSE?

like existing Vegetable market based on market participation of traders a small variation in prices will happened.
Both stock exchanges are different and independent of each other. So share prices of same company are different in different exchanges.
Both have different Participants , and not only in NSE AND BSE IN OTHER EXCHANGES prices are different
Can we buy from BSE & sell in NSC on delivery bases . to gain profit ?
