should pan/ adhar of deceased be linked if such deceased has no income and legal representative is not liable to file ITR of deceased

If such deceased has no income then no need to file itr.
It' is not only for ITR. PAN is used at various places like Bank Account, Demat Account etc amd if PAN become inoperative it may create problem. So, you need to check if it is required in future and decide accordingly.
