I have 13th edition applicable for may 2015. Do I need to buy 16th edition if Iām answering in November 2016? (IPCC Law CA Munish Bhandari)

yes .buy latest edition. Time is very less so focus on PM+RTP more.
yes you need to buy latest edition I suggest you due to insufficiency of time you pick up questions from pm & rtp and take explanations from Munish bhandari book
