If Sum1 holds a rental property for more than 12 yrs, Can he/she claims that he/she has bcum its owner??

Yes 12 Yrs at a stretch & without any break in Possession & any type of agreements entered makes the Occupier the Deemed Owner eligible to claim all rights under Tenancy Rights status

Wrong. Tenant never becomes owner like this.

The transaction (tenancy) shall be supported by valid agreement. Otherwise, there may be a chance to the tenant to claim part performance by creating a false evidence.
