ITC of RCM paid

I have forgot to pay GST under RCM in 2017-2018, which I will pay naw. can I avail ITC of the same now in Nov 2019 ? (RCM is self invoice)

No......... If you have done the provision for the same in 2017-18 & not paid the same till 31/3/2019 . you are liable deposit the same with interest but Cannot claim Credit for the same

Correct. but ITC against RCM becomes eligible after payment of the same. so can I claim now if paid now

Even though it's eligibility arises on the payment of same , but if the provision for the same is pertaining to Fy 2017-18 cannot be claimed.

Because As per Order 2, ,any amendment pertaining to Fy 2017-18 can done before 31/3/19.
