ITC 10% or 20%

a cable operator file monthly gstr3b and quertly gstr1 returns regularly but problem is this I can not understand 10%or 20% ITC cliam conpect.

ITC Available to Taxpayer : 10% (After Jan 2020) of GSTR 2A + GStR 2A or ITC in Books whichever is lower
