Is vat refund available?

1) If a foreigner purchase any goods from a retail shop in India and paid VAT on that. Will he be able to claim VAT refund

any kind of refund will not be available for foreihner, as it will be regarded as purchase import for forighner and vat will be utilised as cost of purchasr............
