As per the existing rules of ICAI, he should write CPT. Proposed exemption for graduates is not yet approved by the Government. It may takes around 2-3months. Moreover, commerce graduates should have a minimum of 55% to get exemption from CPT (after the govt. approval). So he must write CPT.
