Sir I have a GST number registered in tamilnadu. I need to purchase cotton directly from farmers in Andhra Pradesh. These farmers don’t have GST number . Can I use my purchase bill and create a ewaybill ? Do I need to register my GST under Andhra government ?

As per Notification 43/2017 CT (r) the purchase of Cotton from Agricultist is under RCM , & As per Section 31(3)(f), the person liable to pay tax under RCM is liable to Raise Self Tax Invoice .
Hence , you can generate a Eway by raising self invoice .

In addition to above as per Rule 138 , Either supplier or Recepient whomsover is registered can generate Eway bill
