Can i purchase goods from Delhi with gst & take to solan in himachal without registration of gst in that state

If you purchasing goods for sale in Solan, it will be interstate supply and you must register even if your turnover does not crosses 20 lakh of threshold limit. But if you are buying it as capital goods, then you may not register yourself. Can you be more specific as to what is the transaction?
